[Macomb-Cycling] [S-Smith7 at wiu.edu: cyclist hit in Macomb this weekend]

Well put Mike.  I encourage you all to look at the materials on the
League of Illinois Bicyclists website (www.bikelib.org).  They have
lots of iformation regarding encouraging communities to be more bike
friendly.  They also have materials for presentation to law enforcement
agencies to help them become more 'bicycle aware' in their duties.
Perhaps we should get those materials into Chief Galloway's hands.

Here are a few historical items that many of you may not be aware of:

1. Macomb HAS bike routes stated in its city ordinances.
These date back to the 1970's and were originally signed and marked
lanes.  Their lack of upkeep has more to do with legal issues than
with lack of need or concern (see 2).  The bike routes as found
in Section 15-289 of the municipal code (taken from http://www.cityofmacomb.com/pdf/MunicipalCode2007.pdf):

Sec. 15-289. Bicycle routes.
        The following streets and portions of streets are hereby designated as bicycle routes in
the city:
        Adams Street, on its north side, from Sherman Avenue to Western Avenue.
        Adams Street, on its south side, from Western Avenue to Normal Street.
        Calhoun Street, on its north side, from Lafayette Street to Sherman Avenue.
        Carroll Street, on its south side, from Normal Street to Lafayette Street.
        Linden Lane, on both sides, for its entire length.
        Maple Avenue, on both sides, from Grant Street to the south city limits.
        Normal Street, on its west side, from Adams Street to Carroll Street.
        Riverview Drive, on both sides, from Western Avenue to Wigwam Hollow Road.
        Sherman Avenue, on its east side, from Calhoun Street to Adams Street.
        University Drive, on both sides, from Western Avenue to Wigwam Hollow Road.
        Western Avenue, on both sides, from Adams Street to Riverview Drive.

2. An Illinois supreme court decision from 1998 (Boub v. Wayne) greatly
increased the liability and maintenance costs for municipalities that
maintain marked bike routes.  Though not explicitly stated, the
ramifications of this decision is that municipalities must maintian
bike lane marked streets to a higher standard - or risk lawsuits when
a bicyclists hits a pothole.  Most cities (macomb included) cannot
afford to maintain their regular streets to a minimal standard - let
alone a higher standard for marked bike lanes (http://www.bikelib.org/boubcase/hb4907.htm)

3. GOOD NEWS: Macomb is getting a bike path.  The state of illinois passed
a new law in October 2007 requiring consideration of walkways and bikeways
in all urban projects funded by IDOT.  As a result, the expansion
of S. Ward street will include a multi-use pedestrian/bike path.
