They also have some weird thing going on with the city owning the parks and the park board maintaining them- I didn't understand completely. But I know they could agree to do this park without city permission- but it's a little like a tenant upgrading their rental property without the owner knowing. Another point you might want to push: the local kids! They always have issues with lack of places for the local kids to go and a problem with the local kids not wanting to step foot on campus, so a course off campus would be good for the locals, the students, and out-of-town visitors! </DIV>
